    Q: WHAT IS THE RENTAL REGISTRATION/INPSECTION ORDINANCE?
    A: The ordinance was passed by the City Council of Pittsburgh in December 2007, but was not implemented immediately due to rollout problems the City encountered post-passage.  The deadline to register all rental units (apartments, single-family homes, duplexes, etc.) had been set for April 1, 2009 by the City Council, but is now postponed until September 1, 2009.  Each property owner/manager of a rental unit was to “register” the unit, paying a $12 fee for each unit.  They also had to fill out a form that turned over contact information for the property owner, property manager, and each tenant living with the rental unit.  Multi-unit buildings were subject to even higher costs due to per-building inspection fees.  All units were subject to inspections conducted by the Bureau of Building and Inspection, and had to pass in order to be granted a “rental permit license” by the City of Pittsburgh.  Additionally, owners of houses/duplexes that were being rented had to apply for an occupancy permit (following inspection by the City of Pittsburgh) at a $65 cost.  If the rental property did not meet the zoning code, there was also the possibility that the property owner would have to apply for a variance, with the non-refundable fee for a variance hearing with the Zoning Department starting at $775 per property.

    Q: WHAT WAS RAMP’S ROLE IN ALL OF THIS?
    A:  Back in February 2007, RAMP’s Government Affairs Department, along with members of the Government Affairs Committee, began meeting with members of the City Council and representatives from the Mayor’s office, to express the deep concerns our members had with the proposed ordinance.  RAMP pro-actively offered numerous suggestions and recommendations on how the City could achieve its publicly stated goals, while not financially punishing property owners, managers, and tenants, nor infringing upon the constitutional rights of property owners or tenants.  RAMP testified at several public hearings on the matter, again submitting suggestions on how to amend the draft ordinance, and warned the City that this ordinance, if passed as written, would not stand up in court.  Despite RAMP’s best collective efforts, City Council did pass the ordinance in December 2007.  RAMP has been working behind the scenes since then to encourage revisions to the ordinance, and pass an amended version.  With the April 1, 2009, deadline looming, RAMP’s Board of Directors chose to become party to a lawsuit filed on behalf of our members, in conjunction with three other associations whose members were being adversely affected by this ordinance.  Over the past two weeks, RAMP’s Government Affairs Department worked closely with legal counsel representing us in this lawsuit to file a motion for injunctive relief.  Numerous negotiations ensued during that short time between all parties (the assorted plaintiffs, Judge James, City Law Department, Mayor’s Office, and City Council), which resulted in all sides agreeing to sign a Consent Decree that postponed the ordinance until September 1, 2009.

    Q: IF I HAVE RENTAL PROPERTIES IN THE CITY OF PITTSBURGH, WHAT DO I DO NOW?
    A: Legal Counsel has advised that, based on these developments, property owners and property managers affected by this ordinance wait to file any rental registration applications until revisions are made to the ordinance and the form of the application.  If you have already filed any applications, the City will be continuing to process the applications under the present application form and requirements, which will result in those having already filed having to deal with occupancy permit and zoning compliance issue which have come up. Keep in mind that zoning requirements are what they are, and current undetected violations are still violations, and if discovered by the City are actionable without the rental registration at all.

    4.裝飾房子,第一個油漆粉飾是一個又經濟又可以收到效果的方式,清晰明亮的空間是一般大家都可以接受的,第二,搬及多餘的家俱,這樣不但可以使你的房間增大,並且沒有壓迫感,另外一些需要修理及維護的地方要先處理好,往往,一個小小的損壞會讓買方對其他的部分失去信心,例如屋頂,冷暖器. 從買方的角度來裝潢,整理房子及定價,是比較客觀的,這樣不但房子可以盡早脫手,並且可以減少許多經濟上及精神上的壓力.

    1.臨時住宿

    下飛機後,可到中國學生學者聯誼會(CSSA)或中國教會提供的地方暫時居住(但不保證每年都有,教會的臨時住房由王學禮先生負責,Email:XWang@medrad.com)。
    除此以外,也可以到Morewood Garden(學生宿舍)短期住宿。價格:兩人間,$32(人均$16)。
    其它適合短期租住的地方, 以前有一個同學來 Pittsburgh 培訓一個月,住在 Allegheny Center,是個類似於酒店式公寓的地方。如果樓主的朋友住宿費是實報實銷的,並且符合公司 travel policy,可以考慮那裏

    2. 租房

    2.1. 信息:

    (1) 到街上看。如果有空房,一般的房東都會在門前貼上"For Rent"字樣及聯係電話。這是一個比較大的信息源,但比較累及麻煩。
    (2) 看布告欄:在學校各大圖書館及教學樓都有布告欄,在那兒可發現不少租房信息。如University Center, Wean Hall, Doherty Hall, Porter Hall, Warner Hall及注冊處附近的布告欄。
    (3) 聽人介紹。這是一個比較機動靈活的方法。
    (4) 查閱CMU住房信息中心(Carnegie Mellon Housing Services), 網址是:http://www.housing.cmu.edu/
    (5) 看報紙:在Pitt的很多大樓都可以找到當天的Pitt News, University Time。前者有很多租房信息,後者有一些但很少。本地最大的報紙-PITTSBURGH POST GEZETTE上的廣告欄也有很多信息。你可以在報上發現有關房子的位置、簡介、價格情況和電話. 這個報紙現在也有電子版,每日中午更新,網址是:

    後兩個Newsgroups有關出租房屋的不多,但偶爾有之,因為有的人著急租出房子會到處亂貼。而且如果你想買舊家俱的話,這兩處也是好去處。

    (7) 和周圍的新生共享信息。由於都是新生並且都在找房子,可得到很多有用、合適的信息。University of Pittsburgh的新生多半會有從學校得到的租房信息,你可以和他們共享。

    2.2. 房屋種類:

    (1) Studio or Efficiency: 每月租金包括水,電,氣約$350-$450,其特徵是一個大空間內,起居室兼作臥室和飯廳,浴室獨立,廚房一般與起居室相連。
    (2) One-bedroom apartment: ($400-$745) 一房一廳,廚房與浴室獨立。
    (3) Two-bed Room apartment: 二房一廳,廚房與浴室獨立。可以和朋友一起合租,通常比單獨住Studio,Efficiency或One-bed Room Apartment便宜。
    另外房屋還有FURNISHED與UNFURNISHED之分, 帶家(FURNISHED)當然貴一些,但對新來的人很方便。
    "小竅門"
    中國人喜歡炒菜做飯。Studio或Efficiency有時沒有單獨的廚房,廚房與臥室之間 沒有間隔。因此選擇Studio或Efficiency時要考慮這一因素。否則,你就等於住在 廚房裏了!

    3. 社區安全:

    Pittsburgh是個治安比較好的城市,但和其它城市一樣,也有暴力犯罪發生的可能 性。CMU校內報警電話為412-268-2323,市內報警911。
    中國來的學生大多居住在Oakland,Shadyside及Squirrel Hill三區,因其離學校 較近之故。以One-bedroom Apartment而言,Shadyside平均一個月租金為$480, Squirrel Hill 及North Oakland為$450,South Oakland是$400。以治安來說, Squirrel Hill 最好,Shadyside次之,Oakland稍差。一般而言,South & West Oakland和East Liberty是治安較差的區域,但房屋較便宜。另外,避免住一樓也 是一種自我保護的方法。

    4. 舊家俱:

    一般說來,絕大多數住房,都沒有家俱(廚房例外,一般都是設備齊全的),或者 隻是有一些簡單的家俱,如床墊,凳子,桌子等。剛開始對付一下還行,想住的稍 微舒服點,就要自己買一些。有兩方麵的信息可以幫助你,一是看布告欄,一是看 報紙,一是看News Group,如前麵介紹租房信息時所述。
    另外匹市也有一家規模較大的舊貨連鎖店,Goodwill出售舊家具,價格便宜,但式 樣和種類有限,詳情請參閱購物篇。

    5. 簽約及注意事項:

    (1) 押金:Security Deposit: 租房子通常簽約一年,若想續約,一般須在期滿兩 個月前書麵告知房東。押金通常為一個月的房租,最多不超過兩個月的房租。當你 離開時,必須把鑰匙交給房東,並留下日後聯絡地址。房東在你離開三十天內,必 須歸還全部押金,或列出毀損物品及押金差額。當然,最好的辦法是在你將鑰匙還 給房東以前,請他/她檢查房屋的情況並退還押金。
    (2) 租金: 應考慮是否含水,電,氣(utility)。如果不含電,那就要間清楚暖氣 是否用電或氣,否則冬天要花一筆可觀的電費。一般留學生電費一個月約$20-30, 但如果暖氣是用電的可能就超過百元了。另外有些房子含家具,但家具可能要另付 租金,看房子、簽lease時需問清。
    (3) 簽約時要特別注意看清條約款項。
    (4) 其它注意事項:
    檢查房屋的清潔及通風情況;
    簽約時要仔細檢查屋子,對任何牆壁及家俱破損要同房東做好記錄;
    問清房東是否可以在牆上釘釘子等。
    必要時可以拍一,兩張照片,以備日後有所依據。

    6. 水電氣

    如果租金不含電,煤氣,那麼在簽好組約後,就要向電力和煤氣公司申請供氣和電 ,在校區附近的住房,一般電力都是由Duquesne Light提供的,煤氣是由 Peoples Gas/ Equitable Gas提供的,它們的電話可在黃頁中查到。電力沒有接通 費用,煤氣有一次性接通費用$36元。在向電力和煤氣公司提出供電和供氣的申請 後,一般會在一兩天內接通。

    7. DSL

    學生在家裏上網一般可以通過電話線用modem上網, 校內的免費上網電話是 412-268-9000, 但如果獲得更快的上網速度,最好就申請DSL服務。Pittsburgh較 好的ISP provider是Verizon、Takoruma、和Stargate,收費大概是$50/month, 速 度不錯,快的時候能到幾百kb/sec。有一些係還給學生補貼一部分DSL的費用,比 如CSD。
